True Sniper
-Carbine mode disabled.
-Hip fire accuracy decreased.
-Permanent full charge sniper mode.(As long as the card is equipped).
-Firerate 1/1.5 second (To recharge the shot).[can be changed if needed for balance]
-Damage increase 5/10/15/20%.

Ghillie
-Player becomes semi-transparent after 2.5/2/1.5/1 seconds of standing still.
-Effect removed when moving/taking damage.
-Can be shown with scout/hunter's mark.

It looks very unbalanced so for me balanced version would be:
True Sniper:
- Carbine mode disabled
- Increase recharge rate by 25%/50%/75%/100%
Ghillie:
-Player becomes semi-transparent after 2.5/2/1.5/1 seconds of standing still.
-Effect removed when moving/taking damage/dealing damage.

Neat concept, but how about:
True Marksman
-Carbine Mode Disabled
-Can not hipfire
- +15/30/45/60% Charge rate.
-Increase firing speed by 10/20/30/40%
-Increase damage by 7/14/21/28%
Ghillie
-Player blends into envoriment after 4.0/3.0/2.0/1.0 seconds of standing still.
Blending into the envoriment will not show your healthbar to the enemy and you will be harder to spot.
-Effect removed when moving/taking damage.
-Can be shown with Scout, but not Hunter's Mark.
Because a Tyra spamming F on common sniping spots would just negate Ghillie completely.
