Items:

Illuminate
Put illuminate to Utility. This way Illuminate would be useful to buy, as it does not lock out Haven.

Counter Items:

Haven/Blast Shield > Aggression.
Make aggression cheaper or higher it to 20%. Haven should counter Aggression buys, not negate them. Haven should be bought when you need that shielding from aggression, not just because it helps more than other shield cards. Remember, you can also nerf Haven.

Rejuvenate < Cauterize.
The problem here are the self heals, Rejuvenate should help with self heals if Cauterize is lowering their effectiveness. Maybe even add a card to help with self heals, so characters like Buck aren't useless when their teammate is a good healer and enemies counter that with Cauterize.

Gameplay:

Stealth grass:
Change how it works. Most of time its useless, as you can only flank enemies going past you, usually making you useless for all that time you hid in there. Add some perks there. For example, if being invisible in Stealth grass, start out-of-combat healing faster.

Death cams:
Disable these for tournament games. You can tell enemy positions and health for free.

Taunting
Delete 3rd player view when using them in comp. This way you can't pre-peek corners and get alot of information safely.

Of all the suggestions, I like the out-of-combat timer boost in stealth grass.
It doesn't change the mechanics of stealth grass, but it's also not abusable.

That just locks out other useful items. The problem is that Illuminate is bad, not that it's in the wrong category. Nobody cares about Sha Lin's stealth, so you're only buying it to counter Skye. And you don't need to counter Skye in most cases.

Illuminate is great if you are sniper and enemies have only one flank, whom is skye. The thing is, most of times you can just look at skye's loadout and choose haven so you can challenge her easier. And if you have good teammate (usually victor or some other sniper), they can easily play near their sniper helping them without buying illuminate.

Problem with skye is the fact she is too bad. If they buff skye, however, she will become OP because then people wont buy haven, which is awful Item meta shift to counter one flank. People will first pick skye so enemies have to Illuminate over buying Haven.

Would be nice if Illuminate has other perks like slightly extending the max range before damage dropoff happens.
That or make it into a red item if it's too overpowered.

I agree Illuminate is simply lackluster given the other options, but to be honest I also feel like stealth isn't so much of a thread that it is even a good item to begin with. Maybe for poor Kinessa if there's a Skye on the other team giving her probs...

Each burn card type will always have a 'worst pick' even if you buff the underwhelming cards, something else will just move to the bottom rung. The thing is that burn cards need to be chosen situationally based on the information you have available on your/their team comp and item choices. Aggression/Rejuvenation may seem bad but that's because they shouldn't be picked first. They may be advantageous in the late game, especially if your team is starting to roll in credits. They can't be countered if they're not picked, meaning that if the opposing team is starving for credits there's less of a chance they'll pick something to counter you. For example if you see that everyone on the opposite team has chosen their red card and none have Cauterize, then you're good to pick Rejuvenate, because none of them can pick Cauterize.

That being said, Haven and Blast Shields are SO GOOD that almost everyone takes them, meaning Aggression is just a crappy item anyway and should only be taken at the end of a game that you're winning and rolling in credits that you somehow didn't take a red card in yet (meaning it'll never happen). IMO they should make it into something like +% critical strike chance, add splash to your LMB, +LMB attack speed, or %chance your projectiles to pass through a target--something that is offensive but can be synergistic with other champ abilities and cards or can clearly be a good or bad choice situationally.

In an ideal setup, you should always have a sense of risk when choosing one burn card over another in the same type. With the blue cards it's either Haven or BS, the other two just aren't that good and it's usually crystal clear which one you should take based on the other team's comp. It'd be great to nerf Haven/BS (or buff the other two blue cards)to make it a harder choice but that doesn't change the fact that Cauterize and Wrecker 9/10 times are a better pick than Aggression anyway.

While you do have a point, it helps to counteract the fact that you're not out on the battlefield, plus EVERYONE should be constantly changing position. This is really only an issue for Kinessa, and since shes so vulnerable to flanks anyway she should really know better than to stay in one spot.

I don't really have an opinion on this one--while cheesy I think that it'll be less of an issue as more players learn how to do it (as you go up in rank), because the more of your teammates able to gain and act on this info the better off your team will be. Right now I'm sure there are still people at higher MMRs that don't know how to do this and are getting their shit pushed in when they round a corner.
